As of 2016, motorcoach buses are not required to stop at the ports of entries, other scale facilities, or roadside inspection sites. They are certainly allowed to stop if in need of any permits. There is currently some existing signage roadside that states buses must stop, but they are being removed as soon as practical, and buses will not be pulled over by law enforcement for not stopping at these sites, unless for obvious safety defects or for a violation of state law.
